Greetings from the General Chair
On behalf of the Organizing Committee, it is my honor to welcome you to Cape Town, South Africa, at the 2nd International ICST Conference on e-Infrastructure and e-Services for Developing Countries (Africomm 2010).
Cape Town is one of the most multicultural cities in the world, reflecting its role as a major destination for immigrants and expatriates to South Africa. The University of Cape Town and Stellenbosch University are leading universities in South Africa. UCT is also the top-ranked university in Africa, being the only African university to make the world's top 200 university list.
After the success of Africomm 2009 in Maputo, Mozambique, the conference is on track to establish itself as the premier international annual conference for the presentation of advanced research results on e-infrastructures and e-services for developing countries.
Africomm 2010 provides attendees with presentations of exciting technical content, now supplemented by installations of prototype services and technology in the demonstration area.
I would like to extend my deepest appreciation to all the members of the Organizing Committee who worked well and hard together to ensure the event's success. I also thank all the volunteers who have dedicated their time to review papers and assist with organizational tasks. Finally, I would like to express my sincere thanks to the authors from all over the world for their quality contribution.
I cordially invite all of you to join me and interact with both experts and newcomers in the telecommunications field from many countries. Meanwhile, please do not forget to enjoy the beautiful and magnificent city, Cape Town, a city of tradition and modernity.

Greetings from the Technical Program Committee Chairs
The 2nd International ICST Conference on e-Infrastructure and e-Services for Developing Countries (AFRICOMM 2010) is held in Cape Town South Africa on 25-26 November 2010. Cape Town is considered as the educational and multicultural center of South Africa, and one of the iconic tourism center of the continent. It hosts some of the finest Universities in the whole continent such as University of Cape Town and University Stellenbosch among others. Cape Town also demonstrate a unique blending of racial integration in the South Africa.
AFRICOMM 2010 brings together international researchers and practitioners to showcase their recent research findings in e-infrastructures, e-services, and ICT policy and governance issues that have relevance to developing countries specifically Africa. Motivated by the highly applauded successes of AFRICOM 2009 in Maputo last year, AFRICOMM 2010 has strived to ensure that the quality only improves even further in order to elevate the prestige of the conference to better heights. This was achieved through a strict and rigorous review process by the Technical Program Committee making the acceptance ratio of AFRICOMM low at 40%.
In a bid to expand the scopes of the conference and attract more researchers and practitioners to contribute, AFRCOMM 2010 considered additional relevant areas which include designing and analysis of communication protocols, energy-aware systems and networks, emerging broadband access technologies, overlay networks, computational and data processing techniques focusing on developing countries context.
The accepted papers are contributed from different countries in the world, showing that AFRICOMM is increasingly becoming a truly major international event. AFRICOMM 2010 features a series of plenary sessions and demonstrations covering key infrastructural, services, and policy/governance issues relevant to developing countries. The high quality of the conference is also reflected by two distinguished invited keynote speakers, namely,
- Professor Thomas Magedanz from Technische Universität Berlin, Germany. A leading the chair for NGN. and a director he "NGN infrastructure" division of the Fraunhofer Institute FOKUS. His speech is on Next Generation Network Infrastructures Introduction and Evolution in Emerging Countries - Challenges and Options
- Prof. Lassi Linnanen. He is a Director of Environmental Technology Master Program at LUT, and Head of Laboratory of Environmental His speech is on System Innovation for Sustainable Development
We will also have invited presentations from local universities such as Cape Peninsula University of Technology.
In general, the rich technical program clearly shows that AFRICOMM 2010 has become an important forum for researchers who focus on issues for developing countries such as Africa to share their latest findings and results.
Africa is considered the remaining land of opportunities that provides a very large untouched market for technological solutions and services. We have recently witnessed a wave of submarine cable initiatives to bring high speed Internet in the rest of the continent. Furthermore, Africa is bound to remain a wireless continent and is therefore one of the most important continent for emerging wireless and mobile communications in the world. On the other hand, new affordable and innovative mobile services are needed to stretch the digital bridge to the underserved and rural populations.
Researchers and practitioners across the world, therefore, live in a very critical moment for the continent. The continent is, more than ever, in need of cutting edge and relevant solutions on all core themes of AFRICOMM conferences, namely e-infrastructures, e-services, and associated policy and governance issues. We will work to make sure that AFRICOMM is a forum that stimulates these solutions.
