Greetings from the General Chair


On behalf of the Organizing Committee, it is my honor to welcome you to Zanzibar, Tanzania, at the 3rd International ICST Conference on e-Infrastructure and e-Services for Developing Countries (Africomm 2011).

This wonderful island in the Indian Ocean hosts two universities, with the young State University of Zanzibar (SUZA) located in Stone Town, the old part of Zanzibar City. Stone Town is a city of prominent historical and artistic importance in East Africa. Its architecture, mostly dating back to the 19th century, reflects the diverse influences underlying the Swahili culture, with a unique mixture of Moorish, Arab, Persian, Indian and European elements. For this reason, the town has been included in UNESCO's World Heritage Sites in 2000. It has been a driver for ICT development in Africa since it was the first region in Africa to introduce colour television, in 1973. And last but not least, Freddie Mercury (born Farrokh Bulsara) of the rock band Queen was born in Zanzibar.

After the success of Africomm 2009 in Maputo, Mozambique, and 2010 in Cape Town, the conference could again significantly increase the number of submitted proposals and the quality of accepted presentations. It is on track to establish itself as the premier international annual conference for the presentation of advanced research results on e-infrastructures and e-services for developing countries.

Africomm 2011 provides attendees with presentations of exciting technical content, supplemented by tutorials and installations of prototype services and technology in the demonstration area.

I would like to extend my deepest appreciation to all the members of the Organizing Committee who worked well and hard together to ensure the event's success. I also thank all the volunteers who have dedicated their time to review papers and assist with organizational tasks. Finally, I would like to express my sincere thanks to the authors from all over the world for their quality contribution.

I cordially invite all of you to join me and interact with both experts and newcomers in the telecommunications field from many countries. Meanwhile, please do not forget to enjoy the beautiful and magnificent island, Zanzibar, a place of tradition and modernity.
